Your required tools match exactly what you are learning. For cutting, you will need tools like 100% human hair training heads, scissors, clips, and a hairdryer. For coloring, you will need a tinting bowl, brushes, and foil.

You buy the brands you want. If you want to start with a budget £40 hairdryer, that is perfect. If you prefer to invest in a premium £100- £400 salon tool, that is entirely your choice. Remember you can always your equiment later.
